A University of Virginia alumnus and Lane Ranch resident since 2020, he described service on the Fly Sun Valley Alliance board and the Sun Valley City Council, and his role as Lane Ranch President since 2024.

In his 2025 candidate biography, Lyle described his work as an attorney and business operator, prior Lane Ranch Board service, and involvement in the paver-pathway and pool-area projects. He sought to help plan and oversee the road project, preserve its reserve funding, minimize special assessments, and encourage owner surveys on significant decisions.

In her 2024 candidate biography, Bruder described HOA leadership experience in Hinsdale, Illinois, and Ketchum, along with her work as a private investigator and owner of Investigative Solutions. She became a full-time Wood River Valley resident in 2017 and volunteers as an instructor with Higher Ground Military Ski Camps.

WHAT THIS COVERS

Association Property is defined in Article I as “all real and personal property in which the Master Association, now or hereafter holds any right, title, or interest, including, without limitation, all easement rights.” Section 6.05 N names the swimming pool, the tennis courts, the streams and ponds, and any and all Association roads, streets and rights of way.

The Association

EVERY OWNER

A nonprofit Idaho corporation. Every owner is a member of it by virtue of owning a lot, and each lot carries one vote.

THE BOARD DECIDES
SECTION 10.02 YEARLY ESTIMATES OF ASSESSMENTS · SECTION 10.03 PAYMENT OF ASSESSMENTS
At least thirty days before each fiscal year the Board estimates the year’s expenses, including replacement reserves for streets, recreational facilities, pumps, flood control and avalanche control. A sum sufficient to cover it is assessed equally on every lot. Should that sum prove inadequate, the Association may levy a further assessment at any time, equally on every lot. Section 10.03 makes Assessments payable in equal monthly instalments, or in whatever manner the Board designates. Lane Ranch bills quarterly.

The Association may, with the approval of the Architectural Control Committee, construct new Improvements or additions to the Association Properties or demolish existing Improvements; provided that in the case of any Improvements, additions or demolition (other than maintenance or repairs to existing Improvements) involving a total expenditure in excess of One Hundred Thousand and No/100ths Dollars ($100,000.00) the consent of fifty-one percent (51%) of the voting power of the members voting in person or by proxy at a regular or special meeting called for that purpose shall first be obtained. The Association shall levy a special Assessment on all Owners for the cost of such work.
  • The vote belongs to the owners. The Board cannot approve such work on its own.
  • Consent comes first, before the work.
  • Maintenance and repairs to existing improvements sit outside this, at any cost.

Selling, dedicating or borrowing against Association property

SECTION 6.05 N · CONVEYANCE OF ASSOCIATION PROPERTY · AS REPLACED BY THE FIRST AMENDMENT, 24 OCTOBER 2001
The Association shall not convey, exchange, dedicate, transfer or encumber Association Property without the prior written consent of not less than sixty-six and two-thirds percent (66 2/3%) of the Owners of Lots in Lane Ranch, including without limitation the following: (1) Any Association amenity and right or license to use Association Common Area facilities, including without limitation, the swimming pool, tennis courts, streams and ponds; (2) Any Association real property of any nature, including without limitation, any and all Association roads, streets and rights of way; and (3) Any portion of the Common Areas, including without limitation, Landscape Easement Rights described in Section 7.07 and Parcel F.
  • A higher bar than the $100,000 rule: two-thirds of all owners, in writing, rather than a majority of those who turn up to vote.
  • Four narrow exceptions cover personal property alone: work already in the year’s estimate; items independently appraised at $25,000 or less a year in total; immediate repair of property damaged by an unanticipated event where there is too little time to obtain consent; and the temporary maintenance easements in Sections 7.06 to 7.08.
  • The amendment states that it supersedes anything in the Master Declaration that conflicts with it, naming Sections 6.05 C, 6.05 M, 8.01 D and 8.01 E.

Changing the assessment rules

SECTION 10.04 · AMENDMENTS
Amendments to Article X, which governs funds and assessments, take effect only on the written consent of seventy-five percent of the owners in Lane Ranch.

Improvement is defined in Article I as “all structures and appurtenances thereto of every type and kind, including but not limited to buildings, outbuildings, garages, carports, roads, road surfaces, driveways, parking areas, fences, screening walls, retaining walls, stairs, decks, landscaping, hedges, windbreaks, plantings, planted trees and shrubs… pools, recreational structures and fencing, water amenities, pipes flood control devices…” The same word covers work on a private lot, which the Architectural Control Committee handles.
